As the quick growth of internet services, network education has grown a main part of current education. At the same time, semantic-based network educational resource became an important research field in computer education technology ,lot of serious problems are in the progress of educational resource applications, e.g. web resource may not be compatible, and content may not be relevant to the user, to address these issues, the work presented in this paper reveals the design and implementation of a new application framework for network education resources library with the help of slow intelligence system phases such as enumeration, adaptation, propagation, elimination & concentration. SIS based framework, architecture, algorithm and experimental results are focused.
